📰 Quick News Brief

Energy bills are expected to rise by around £300 a year in January, and yesterday’s Budget answered with a one-off £100 payment for homes in council tax bands A to D in England and Wales, a longer VAT cut on electricity and the 5p fuel duty cut kept until July. Staff and patients at the Grange University Hospital in Cwmbran are still being told not to drink the tap water, and a flood warning remains in force at Keswick Campsite in Cumbria.
🔝 Leading Story
England and Wales — £100 Energy Payment for Bands A to D as Bills Head for a January Rise
Status: Confirmed. Chancellor John Healey’s first Budget includes a one-off £100 “Household Energy Payment” for homes in council tax bands A to D in England, paid straight into bank accounts from January, the BBC reports. It comes as a typical annual energy bill is expected to pass £2,000 in January, a rise of around £300 or more. The Manchester Evening News puts it at around 20 million households and £2.6 billion. The Welsh Government has confirmed it will pay the same £100 on the same terms. Scotland and Northern Ireland get the equivalent funding and will decide for themselves.
The other household measures:
- The VAT cut on electricity bills is extended to July (it was due to end in April).
- The 5p cut in fuel duty on petrol and diesel stays until July instead of being phased out from January.
- Gas standing charges are to be scrapped in England, Scotland and Wales “next year or as soon as possible after”, with the cost moved onto the unit price. The Treasury says 60% of households would save around £45 a year, but high users, including large low-income families, will pay more.
The Guardian notes EDF has predicted the January price cap rise could be as much as 27%. The payment won’t cover that, so cutting the heat you lose and keeping the person warm, not the whole house, is still the cheapest winter plan. You can check your council tax band on your annual bill.

🌦️ Weather Warnings & Outlook
Keswick, Cumbria — Flood Warning at Keswick Campsite, Alerts Across the Lakes and the Broads
Status: Ongoing. The Environment Agency still has a flood warning in force for Keswick Campsite after heavy rain overnight into Wednesday, the only flood warning in England this morning. Flood alerts remain on the Rivers Brathay, Rothay and Winster, the Upper River Derwent, Stonethwaite Beck and Derwent Water, and the tidal Rivers Bure, Ant and Thurne in Norfolk. The coastal flood warnings from earlier this week have now all been lifted. The Met Office has no weather warnings out for the next seven days. If you’re in or near a warning area, keep the car and valuables on higher ground and check the river levels before travelling.

⚡ Power & Infrastructure
St Helens, Merseyside — Equipment Failure Cuts Power to WA9
Status: Confirmed. Homes and businesses in part of the WA9 postcode lost power yesterday after an equipment fault at Eugene Avenue East, and SP Energy Networks had to push back its restoration time while engineers isolated the failed kit. Its advice was to switch off and unplug appliances, including boilers, so they aren’t damaged when the power comes back. That’s worth doing in any power cut, and a light that comes on by itself when the power goes saves hunting for a torch in the dark.

🌳 Environmental Hazards
Upper Heyford, Oxfordshire — Former RAF Base Has the Worst Forever Chemical Contamination Found in the UK
Status: Confirmed. Testing at the former RAF Upper Heyford, earmarked for 9,000 homes, found “unacceptable” levels of PFAS, higher than Bentham in Yorkshire, which had been the highest recorded in the UK, the BBC reports. The main source is an old fire practice pond where firefighting foam was used for decades. Contamination of ground and surface water was described as “widespread”, and independent testing found raised levels in more than a dozen streams flowing from beneath the base. The developer says soil samples from residential areas show they are safe. The Environment Agency says military sites and airports are PFAS hotspots across the country.
💧 Water & Utilities
Cwmbran, Torfaen — Grange Hospital Tells Staff and Patients Not to Drink the Tap Water
Status: Ongoing. A problem with the water supply at the Grange University Hospital, first reported on Monday evening, was still unresolved yesterday, WalesOnline reports. Staff have been told not to drink the tap water until microbiology tests give the all-clear. Aneurin Bevan University Health Board says most taps now have filters fitted and there is no risk to patients or staff. Even a brand-new hospital can lose safe drinking water for days, which is the case for keeping a few days’ bottled water at home.

London and the Thames Valley — Thames Water Creditors Vote Today on an Emergency £2.4bn Loan
Status: Developing. Creditors of Thames Water vote today on whether to raise its funding facility to £5.4bn to keep it running to autumn 2027, after the company warned it would run out of cash by the end of 2026 or early 2027, the Guardian reports. Campaign group We Own It says the interest alone could add £40 to each household’s bill if it were passed on. The creditors say it won’t be. Andy Burnham is still deciding between a creditor takeover and some form of state control. Your taps will keep running either way, but it’s another reason to know where your stopcock is and keep some water stored. 🔒 Cyber Security
UK — Former Armed Forces Minister Says Jaguar Land Rover Hack Was Backed by a Foreign State
Status: Developing. Al Carns MP, Minister for the Armed Forces until June, has said the cyberattack that shut Jaguar Land Rover’s production for five weeks last year was backed by a hostile foreign power, The European Magazine reports, citing the Daily Telegraph. The attack has previously been linked to a Russian hacking group and caused an estimated £1.9bn to £2.1bn of economic damage. He is the first former government figure to say so publicly. Cyberattacks on big firms are one of the reasons behind the government’s advice to keep three days of supplies at home.
Japan — Internet Provider Tells Customers to Unplug After Hackers Leak Data
Status: Developing. Japanese internet company GMO has told customers to back up their data and disconnect from the internet after hackers began leaking data from more than 26,000 servers and demanded a $1m ransom, which GMO refused to pay, The Independent reports. Unauthorised transactions on customer trading accounts have also been reported. If your own provider ever gives advice like this, an offline copy of important documents and contacts means you aren’t locked out of them.

Dundee — NHS Tayside Apologises to 386 Patients After Scientist Accessed Their Records
Status: Confirmed. NHS Tayside is contacting 386 patients to apologise after a clinical scientist at Ninewells Hospital accessed their records 497 times in 2023 and 2024 while assigned to non-clinical duties, the BBC reports. He was dismissed for gross misconduct, and the Information Commissioner’s Office found no evidence the data left NHS Tayside’s systems. If you’re worried someone has looked at your NHS record without a reason, you can ask your health board who has accessed it.
🚗 Transport & Travel Notes
Renfrew, Renfrewshire — Renfrew Bridge Closed for Months After Storm Boelo Flooding
Status: Confirmed. The £117m Renfrew Bridge linking Renfrew with Yoker and Clydebank will stay closed to road traffic for “several months” after Storm Boelo flooding badly damaged the electrical systems that control its hydraulics, Herald Scotland reports. The bridge only opened in May 2025. If you use it to get to work, school or the shops, plan the longer route for the winter now.
Manchester and Wymondham — Burst Water Mains Close Roads
Status: Confirmed. A burst main on Portland Street in Manchester city centre closed Piccadilly Bus Station for the rest of yesterday and diverted several bus routes while United Utilities carried out repairs, the Manchester Evening News reports. In Wymondham, Norfolk, Postmill Close, the road to the Morrisons supermarket, is shut until at least Sunday 1 November and possibly until 15 November while Anglian Water fixes a burst main, EDP24 reports. Ageing mains fail without warning, and the road closure is often the smaller problem.

England — Consultants to Strike From 25 to 27 November
Status: Confirmed. Consultants in England will strike from 6.59am on 25 November to 6.59am on 27 November in a dispute over pay and working conditions, after the British Medical Association’s consultants committee announced industrial action, the Bolton News reports. Royal Bolton Hospital says it is planning to keep as many services running as it can and will contact patients directly if appointments are affected. If you have a hospital appointment that week, don’t assume it’s cancelled unless you’re told, and make sure your repeat prescriptions are ordered in good time.

Portsmouth and Southampton — Nuclear Submarine Emergency Planning Zones Cut From 1.5km to 700m
Status: Confirmed. Portsmouth City Council has agreed to cut the detailed emergency planning zone around the submarine berths at HM Naval Base Portsmouth from 1.5km to 700 metres after a Ministry of Defence review, the Portsmouth News reports. Southampton’s zone around its operational berth is being cut by the same amount, so it now sits entirely within the Eastern Docks, the Daily Echo reports. The MoD says newer submarine reactors make a radiation emergency less likely. Residents in both cities who used to fall inside the zone will no longer get the safety booklet sent out every three years. If you’ve had one before, it’s worth keeping, since the basic advice (go in, stay in, tune in) still applies.

South Carolina, USA — Radioactive Release After Fire at Savannah River Nuclear Laboratory
Status: Confirmed. A fire in a single room at the Savannah River National Laboratory on Wednesday evening caused “an unfiltered, ground-level radiological release” and a site area emergency, the second-highest of three levels, the Manchester Evening News reports. The fire is out, no contamination was found outside the facility, and the emergency was lifted the same night. Staff sheltered in place, and local residents were told to tune in to local radio and TV for instructions. Radio is how you’d get the same instructions here, so a battery or wind-up radio belongs in every home kit. See our Special Report “Nuclear Incident UK” first published on 26 May 2026.

Worcester — Haulier Blames Diesel Prices After 400 Litres Stolen From Lorries
Status: Confirmed. Thieves cut the pipes on two lorries at M Pinches & Sons in Worcester at the weekend and drained 400 litres of diesel worth around £800, the BBC reports. The firm’s director called diesel “liquid gold” and blamed rising prices. Diesel recently hit a record of more than £2 a litre. If you keep fuel at home or in a vehicle parked on the street, a locking fuel cap is a cheap deterrent.
🏦 Banking & Finance
UK — OBR Cuts 2027 Growth Forecast as Interest Rate Rise Talk Grows
Status: Confirmed. The Office for Budget Responsibility has cut its 2027 growth forecast from 1.6% to 1% and now expects household disposable income, after inflation, to fall by 0.6% next year, mainly because of higher energy costs, the Guardian reports. The OBR’s David Miles called it “a pretty grim picture”. It expects inflation of 3.5% next year rather than 2%, and the Guardian says the Bank of England is expected to respond by raising interest rates, perhaps as soon as its meeting next week. If your fixed-rate mortgage ends in the next few months, it’s worth speaking to a broker now.
Quick Risk Summary — 48-Hour Checklist
- ☑️ Check your council tax band on your bill so you know whether the £100 energy payment applies to you
- ☑️ Plan for January’s energy bill rise now: draught-proof doors and windows and sort warm layers for the evenings
- ☑️ Keep at least three days of bottled water in, in case your tap water is ever declared unsafe to drink
- ☑️ In Cumbria, check the Keswick flood warning and river levels before travelling
- ☑️ If you have a hospital appointment between 25 and 27 November, order repeat prescriptions early and wait to be told before assuming it’s off
- ☑️ Make sure you have a battery or wind-up radio for official instructions in an emergency

The £100 energy payment won’t cover January’s expected rise, so put it into the cheapest warmth you can get: a draught excluder for the front door, thick curtains drawn at dusk, and a hot water bottle or heat pad for the evenings. Heating the person, not the whole house, is the cheapest way through a winter of high bills.
