📰 Quick News Brief

Storm Boelo brings an amber wind warning to most of Scotland, the north of Northern Ireland, Cumbria and Northumberland from 9pm tonight until Sunday evening, with gusts up to 80mph, a good chance of power cuts and rail lines already set to close. Flood warnings are also in force on the Scarborough seafront and at Coven in Staffordshire, so anyone in the warning areas should charge power banks, secure loose items outside and check their route before travelling this weekend.
🔝 Leading Story
Scotland, Northern Ireland, Cumbria and Northumberland — Storm Boelo Amber Wind Warning From 9pm Tonight
Status: Confirmed. As reported yesterday (23 October), Storm Boelo was due to follow Storm Austen this weekend, and it has now been upgraded. The Met Office has an amber wind warning in force from 9pm tonight until 9pm on Sunday, covering most of mainland Scotland and the Western Isles (including Glasgow, Edinburgh, Aberdeen, Dundee, Inverness and the Highlands), County Antrim and County Londonderry in Northern Ireland, Cumbria and Northumberland. A wider yellow wind warning runs from midday today across northern parts of the UK.
The Met Office expects fairly widespread gusts of 60-70mph and up to 80mph on exposed coasts, starting in western Scotland and the far north of Northern Ireland this evening and spreading east overnight and through Sunday. It warns that flying debris could cause injuries and danger to life, there is a good chance of power cuts that could also knock out mobile phone coverage, and large waves may be thrown onto coastal roads and sea fronts. The BBC reports that the forecast triggered a meeting of the Scottish Government’s resilience room on Friday, and notes the 24-hour amber warning is unusual for how long it lasts over such a wide area.
ScotRail is closing the Glasgow–Ayr line between Kilwinning and Ayr from 9pm tonight, the Fort William–Mallaig and Crianlarich–Oban sections from around 10pm, and the Kyle of Lochalsh–Achnashellach and Helmsdale–Wick/Thurso sections from the start of service on Sunday. Network Rail will run trains at reduced speeds across large parts of Scotland, and Police Scotland is asking drivers to consider whether journeys are really necessary. In Northern Ireland, Belfast Live lists closures including all parks and open spaces in Armagh City, Banbridge and Craigavon from 10am today and Victoria Park in Belfast from 4pm.
Households in the amber area should bring in or tie down bins, garden furniture and trampolines this afternoon, charge phones and power banks, and keep a torch where they can find it in the dark.

🏛️ Government Preparedness & Resilience Policy
UK-Wide — Prime Minister Backs Stocking Up on Tinned Food and Bottled Water
Status: Confirmed. Prime Minister Andy Burnham has told people to keep tinned food and bottled water in the house, saying “unexpected events seem to be becoming more and more common”, the BBC reports. Speaking at a wildfire resilience summit in Liverpool on Friday, he said it was “not about panicking” but about “having enough in the house to tide you over should there be a difficult situation”. The government’s Be Ready checklist recommends nine litres of water per person (three days’ worth), non-perishable food, a battery or wind-up FM radio, a torch, blankets, a charged power bank, cash in case payment systems fail, a first aid kit and copies of important documents.
The day before, Defence Secretary Wes Streeting said the government is launching a “national resilience conversation” and asked households to think about how they would cope with cyber attacks or supply chain disruption, asking “How would we cope if the payment systems at the local supermarket went down?”, according to the BBC.

Scarborough, Coven and the Midlands Rivers — Flood Warnings and Alerts in Force
Status: Confirmed. The Environment Agency has flood warnings (flooding expected, act now) in force for the North Sea at Scarborough on both Foreshore Road and Sandside, renewed this morning, and for Saredon Brook at Standeford near Coven in Staffordshire. Flood alerts (flooding possible) cover the North Sea coast from Whitby to Filey, the River Sow and River Penk, Stoke Trent, Stone Trent, the Upper Tame including Sandwell Valley, the River Maun in Nottinghamshire, the River Alt from Formby to Huyton, the River Cole near Swindon, the tidal Waveney and Yare towards Breydon Water, Hunstanton coast, Porlock Weir and Seaford seafront. With Storm Boelo’s winds arriving tonight, anyone on the Scarborough seafront should keep away from the water’s edge and move valuables upstairs if they are in the warning area.

💰 Scams
UK-Wide — Fake HMRC Calls Threatening “Immediate Arrest”
Status: Ongoing. Fraudsters posing as HMRC are phoning and texting people now the October Self Assessment registration deadline has passed, threatening arrest or legal action over unpaid tax unless they pay at once, the Birmingham Mail reports. Other versions claim you owe a £100 penalty for missing the October deadline (that fine applies to the 31 January deadline, not this one) or offer a paid “deadline extension”. HMRC will never threaten immediate arrest over the phone: hang up and contact HMRC through GOV.UK yourself.
⚡ Power & Infrastructure
South West England — Storm Austen Power Cuts Peaked Above 31,000 Homes
Status: Ongoing. As reported yesterday (23 October), Storm Austen cut power across Cornwall and Devon. The number grew through the day: by 3pm on Friday more than 31,000 homes in the south-west were without power, according to National Grid figures reported by the Guardian, with a 76mph gust recorded at St Mary’s airport on the Isles of Scilly. With Boelo arriving in the north tonight, anyone who relies on powered medical equipment should make sure they are on their network’s Priority Services Register.

Devon, Cornwall and Somerset — Reservoirs at 30% as Fire Service Cuts Its Own Water Use
Status: Ongoing. As previously covered (22 October), the South West is in severe drought. South West Water’s total reservoir stocks are now just 30%, against 49% at the same point last year, and Wimbleball Reservoir on Exmoor is down to 13%, the West Somerset Free Press reports. Devon and Somerset Fire and Rescue has brought in voluntary restrictions on its own use, limiting vehicle washing and not drawing mains water for drill nights without live fire (firefighting itself is not affected). The storm rain has not been enough for a sustained recovery, and South West Water has already applied for a non-essential use ban. It holds its first drought drop-in at The Square, Exmouth, on Sunday from 10am to 4pm, the Exmouth Journal reports, with more in Helston, Penzance and Bovey Tracey in November.
Wealdstone, Harrow — Burst Main Floods the A409
Status: Confirmed. A burst water main caused significant flooding on the A409 in Wealdstone on Friday, closing the high street between Locket Road and Masons Avenue while Affinity Water assessed the damage and water pressure, London Now reports. Eight bus routes were diverted. A single burst can drop pressure across a whole area at short notice, which is why a few days of stored drinking water is worth having in every home.

UK Waters — Up to 14 Years in Jail Proposed for Undersea Cable Sabotage
Status: Confirmed. Deliberately damaging undersea energy and telecoms cables would carry up to 14 years in prison and unlimited fines under a White Paper from the Department for Science, Innovation and Technology, which opens a 12-week consultation, the UK Defence Journal reports. Undersea cables carry around 99% of Britain’s international data and undersea pipelines supply 74% of its gas. The current law dates from 1885 and set a £100 maximum fine for damaging a cable through culpable negligence, The Register notes. The proposals would also put security and resilience duties on subsea cable operators and let ministers direct them where national security is at risk. The government cites suspicious Russian activity around undersea infrastructure, including a covert submarine operation exposed in April.

Canning Town, East London — Hundreds Evacuated From Two Towers at 3am Over Structural Crack
Status: Developing. Residents of the Sovereign and Centurion towers on Hoy Street were evacuated in the early hours of Friday after engineers found a crack in a concrete transfer slab supporting both buildings, posing an “imminent risk to life”, the Evening Standard reports. London Fire Brigade helped move residents to a rest centre, and families described standing on the street “freezing and confused”. The property managers say engineers are now checking whether the same risk exists under Prince Court and Thanet Tower on the same development, and residents have not been told when they can return. A packed bag by the door and copies of key documents make a sudden night-time evacuation far easier to cope with.

UK-Wide — Smallest Barley Crop Since 2012 as Grain Supplies Tighten
Status: Confirmed. The Agriculture and Horticulture Development Board expects tighter wheat and barley supplies this season after a difficult 2026 harvest, Farmers Guide reports. UK barley production is estimated at 5.614 million tonnes, the smallest crop since 2012/13, with total barley availability down 8%. Wheat availability is 215,000 tonnes lower than last year because opening stocks are very low, and dry weather hit yields across the southern half of England, so more feed grain will need to be imported. Most UK wheat meets milling quality, so bread wheat imports should stay low, but a few weeks of tins, rice and pasta at home cushions any knock-on shortages or price rises.

UK-Wide — Oil Above $117 a Barrel After Iran Threatens Gulf Refineries
Status: Developing. Brent crude rose about 3.5% on Friday to pass $117 a barrel at one point, its highest level since April, after Tehran said it would attack oil facilities, undersea cables and datacentres in the Gulf if a new US-Israeli offensive is launched, the Guardian reports. With diesel already at a record £2 a litre, higher crude usually feeds through to the pumps and heating oil within weeks, so it’s worth keeping the tank topped up rather than running it low.
England and Wales — Ministers to Intervene in Water Bill Setting
Status: Confirmed. Environment Secretary Angela Eagle has told water companies in England and Wales she plans to intervene in Ofwat’s next price review, directing them to bring down costs and stop leaks and sewage overflows, the Guardian reports. Defra sources say the government’s 10-year plan, due after Wednesday’s budget, will give it stronger powers to keep bills affordable.
High Streets — 34 More Post Offices in TG Jones Stores to Close
Status: Confirmed. Thirty-six post offices inside TG Jones stores (formerly WH Smith) have closed this year and a further 34 are due to close by early 2027, more than a third of the chain’s 180 branches, according to Post Office records analysed by the Guardian. Post offices are where many people withdraw and deposit cash, and the government’s own emergency checklist includes cash in case card payments fail, so check where your nearest counter will be if yours is on the list.
Quick Risk Summary — 48-Hour Checklist
